Abstract:
An ArcInfo edit coverage was created to display irrigated acreage polygons present in the year 2000. Data provided by the state captured in 1993 was used as a back coverage to serve as a visual quality check of the original data. Other media provided to use as backcoverages are: 1-meter resolution DOQQ .sid images, used as a primary source of data capture; 15-meter LANDSAT multispectral imagery, and 30-meter LANDSAT TM imagery were used as an additional visual aid to compare field boundaries and identify new fields outside the 1993 data. Initial capture is performed using ERDAS IMAGINE version 8.5, chosen for its ability to view MrSID format images.

Four vector coverages delineated by division boundaries were captured in an effort to display irrigated acreage field boundaries during the year 2000. Data captured in 1993 and provided by the state, was used as a backcoverage on top of 1-meter georectified DOQQ images, and LANDSAT 15-meter images were used where DOQQ images were not available. The 1993 data was used as a visual aid to provide an area of comparison under the assumption that the majority of fields captured in 1993 still exist in 2000

Purpose:
The Colorado River supplies much of the water needed for irrigation along the Western Slopes of Colorado. In an attempt to estimate the consumptive use for agricultural irrigation, a GIS was needed. The scope of the project was focused on the year 2000 during the spring and summer months when most agriculture growing conditions are best. Agricultural field boundaries were digitized to determine a probable area of irrigation. Next a probable headgate id number was transferred from the 1993 data to an overlaying polygon, and any new polygon that didn’t exist in 1993 was assigned a value of -9999 to represent unknown.

Procedures_Used

· Project set-up: Includes source material inventory and evaluation, creation of project workspaces and empty coverages, evaluation of resource requirements – personnel, equipment, and software applications – by GIS Supervisor and Project Manager. GIS Supervisor also evaluates and resolves any issues regarding projection, datum, etc. for source and final data.

· Scanning: GIS Technician scans film separates or other sources and registers and rectifies the images.

· Digitizing: GIS Technician collects and attributes features in ArcInfo using the appropriate combination of automated vectorizing and/or tracing methods and “heads-up” digitizing – as determined by project managers during set-up. GIS Tech may refer to images or hard copies of film separates and published maps as needed. GIS Supervisor provides oversight and guidance to ensure correct and accurate collection. Project Manager monitors progress and over-all project issues during this and succeeding process stages.

· Arc data quality control: QA/QC Manager with GIS background supervises quality checks on completed ArcInfo coverage(s) using combination of manual (e.g. check plot overlay on light table) and automated methods (e.g. AML applications that create frequency reports for feature attributes that are used to check completeness and consistency of attribution). GIS Supervisor provides oversight and guidance.

· Finalization: GIS Specialist restructures data so that attributes are in lookup tables and data meets data model requirements in all respects.

· Final plot creation: GIS Specialist and QA/QC Manager perform any customization to plot AML applications to fit specific requirements of each individual map, and create the required deliverable plots.

· Final report: GIS Supervisor and Project Manager create final report for each map in accordance with SOW requirements

· Quality Review: Leonard Rice Engineers, Inc. performed a review and update and finalized the coverage

 
        Updates
The coverage was updated in the spring of 2004 to add in fields that were erroneously left out of the original 2000 coverage.  Ditch IDs (WDID) were also corrected based on updates from Hydrobase and consultant review. The coverage was also updated in early 2005 to correct discrepancies in lands irrigated by WDID 3202006.
