The receipts <br />from water users in Colorado, together with ad valorem taxes, would <br />satisfy a considerable portion of the annual operation and main- <br />tenance costs. <br /> <br />The proposed legislation is in substantial accordance <br />with the policy previously expressed by this Board, by the San <br />Luis valley Water Conservancy District and by the Conejos Water <br />Conservancy District. ~,e project report has previously been <br />endorsed by the States of New Mexico and Texas and by the National <br />Rivers and Harbors Congress.
