This engineer, ~tro William Ho Sweet, was formerly <br />the Bureau of Reclamation project Manager in the San Luis Valley. <br />He is well acquainted with the problems of the valley and was <br />responsible for developing the planning report on the Closed Basin <br />Division of the San Luis Valley projecto It is contemplated that <br />I1r. Sweet \vill remain in the valley as our resident engineer for <br />at least the ne;:t five years. <br /> <br />30 The employment of an independent consulting firm to evaluate <br />the Closed Basin project planso <br /> <br />In view of 'che considerable controversy which has e;:- <br />isted over the years concerning the Closed Basin Project, this <br />Board, in early 1967, engaged the services of Woodward-Clyde- <br />Sherard and Associates to evaluate the Bureau of Reclamation's <br />report on the Closed Basin Division of the San Luis Val~ey Project. <br />Th~t report has just been completed, a copy of which is enclosed <br />herewith. One of the recommendations made by the consultant was <br />that "the State of Colorado undertake to support the Closed Basin <br />project and seek its completion at the earliest possible date". <br /> <br />4. Legislative authorization for the creation of the Rio Grande <br />'Water Conservation District, <br /> <br />At the present time the San Luis Valley Water Conservancy <br />District and the conejos Water conservancy District have been <br />organized and are functioning in accordance with the laws of the <br />state. However, these two districts cover only a small portion of <br />the total area of the San Luis valley 0 These two districts have <br />been active in promoting the interests of the people of the valley <br />but have been handicapped by the fact that they represent only a <br />portion of the total valley areao <br /> <br />Recognizing that the pending litigation and future water <br />resource planning affects all of the people of the valley, the <br />Colorado Legislature this year authorized the creation of the Rio <br />Grande Water Conservation District, to be composed of the Counties <br />of Alamosa, conejos, Rio Grande and those portions of Saguache and <br />Mineral Counties which are within the drainage basin of the Rio <br />Grande, including the Closed Basino The legislation provides that <br />an election shall be held within the designated counties to deter- <br />mine whether or not the conservation district shall be formed. The <br />sum of $15,000 was appropriated to this Board to assist in defray- <br />ing the costs of that election.
