The DongI ess of the Uni ted S ta tes shall <br />p~oviae-a-eontinuing Commission to be called the Colorado <br />River Commission, to consist of three persons to be appoint- <br />ed by the P~esident. Said CommissIon shall be empowe~ed <br />and direoted to make a study of all subjects that relate to <br />ths oonservation and utllization of the wate~s of the Colo- <br />rado River for beneficial uses: to investigate the use and <br />disposition of such watsrs that shall be made in each of <br />said states; to make ~epo~ts from time to time as to the <br />~esults of sueh study and of suoh investigations, and to <br />make rseommendations to the United statss and to the several <br />sta tea based thereon. I, <br />, <br /> <br />Second. In any action, suits o~ pr&oeeding <br />brought to snforoe any of the provisions of this compact, <br />the reports made by said Commission shall be admitted as <br />proof of the faots recited therein. <br />
