IJevada., <br />New Mexico, Utah and WYIJr.ti.r..gt a jt,: l:t h~ph commission <br />composed of 8 .l:'epre,;:H3r.t~;;i.ve \J:!: 1.1"".":: T.;~ji~€ld states <br />of America end of sach of saiG St~t~8 nR8 been duly <br />appointed to negotiate and e~te~ ~~~u a COilipact <br />respeoting the future utilizat.:..on f.l.11C'l ,H2posi tion <br />of the wa tere of the Colorado R,',7e!' end" ts tribu- <br />taries to the end that the rights of the United stetes <br />and of each of said states inter sese with respect <br />to seid waters may be fixed and dete~mined and the <br />proper and full developmmt of the ~ast ~'egion in- <br />cluded within the Colorado River Bnsin ~e advanced <br />thereby; and <br /> <br />WHEREAS, there is urgent necessity for the <br />immediate control of the floods of the Colorado River <br />to avoid the menace of overflow and the consequent <br />loss of life and destruction of property and to con- <br />serve for beneficial useS the unused waters of the River, <br />and to that end there should be constructed at the earliest <br />possible date a large dam or dams at Borne suitable 'potnt <br />or points on tbA lower river of sufficient capacity to <br />store at least the average annual flow of the River; and <br /> <br />WHEREAS, subjeot to ratification and apprcval by <br />the Congress and by the Legislatures of said states <br />the terms of suah Compact have been agreed upon by said <br />Commission as follows: <br />
