All Butions, suits or proceedings that <br />may be brought to enforce any of the provisions of this com- <br />pact shall be deemed to be controversies betwwen states. <br /> <br />ARTICLE, II <br /> <br />First. The Congress of the lJni ted states shall <br />provide a continuing commission to be called the Colorado Rive!' <br />Commission, to consist of <br />Said Commission shall be empowered and directed to make a <br />study of all subjects that relate to the conservation and <br />utilization of the WlJ.ters of the Colorado River for beneficial <br />uses; to investigate the use and di2position of such waters <br />that shall be made in each of said 8tate8; to make reports <br />from time to time as to the re2ul~;; (;f 8')J)h study and of suoh <br />investigations, and to make rc;ccIT1"TI1?',1datic1S to the United <br />states and to the several states tased thereon. <br /> <br />Second.
