Taking up again the outline of a proposed agreement
providing for the equitable distrmbution of the waters of the
CDlorado River as phrased by Judge Sloan and yourself:-

COMPACT AGREE1ffiNT PROVIDING FOR THE EQUITABLE
DISTRIBUTION OF THE WATERS OF COLORADO RIVER
AND ITS TRIBUTARIES.

The United States of America and the States of
Arizona, california, Colorado, New Mexico, Nevada. Utah and
WYDming, being desirous of providing for the equitable dis-
tribution of the waters of Colorado River and its tributar,ies
among the said states, and of protecting tte interests of the
United states therein, of removing all ca~ses of controversy
between said states, and being moved by considerations of inter-
state comity, have resolved to conclude a compact agreement
for these purposes, and

WHEREAS, by authority of the Congress of the United
states and of the Legislatures of each of the states of Ariz-
ona, California, Colorado, Nevada, New Mexico, utah and Wyom-
ing, a joint high commission composed of a representative of
the United States of America and each of said States has been
duly appointed to negotiate and enter into a Compact respect-
ing the future utilization and disposition of the waters of
the Colorado River ~nd its tributaries to the end that rights
of the United states and of each of said States inter sese with
respect to said waters may be fixed and determined and the prop-
er and full development of the vast region included within the
Colorado River Basin be advanced thereby; and
