Arizona. <br /> <br />SUBJECT: COLORADO RIVER. <br /> <br />MY dear Mr, Norviel: <br /> <br />Taking up again the outline of a proposed agreement <br />providing for the equitable distrmbution of the waters of the <br />CDlorado River as phrased by Judge Sloan and yourself:- <br /> <br />Permit me to suggest for your consideTation the <br />following: pages 1. 2, 3, 4, containlng suggested language <br />and pages 5,6 giving my cOffiITJents, <br /> <br />,I <br />i <br /> <br />, <br />--'" <br /> <br />COMPACT AGREE1ffiNT PROVIDING FOR THE EQUITABLE <br />DISTRIBUTION OF THE WATERS OF COLORADO RIVER <br />AND ITS TRIBUTARIES. <br /> <br />.', <br /> <br />The United States of America and the States of <br />Arizona, california, Colorado, New Mexico, Nevada. Utah and <br />WYDming, being desirous of providing for the equitable dis- <br />tribution of the waters of Colorado River and its tributar,ies <br />among the said states, and of protecting tte interests of the <br />United states therein, of removing all ca~ses of controversy <br />between said states, and being moved by considerations of inter- <br />state comity, have resolved to conclude a compact agreement <br />for these purposes, and <br /> <br />WHEREAS, by authority of the Congress of the United <br />states and of the Legislatures of each of the states of Ariz- <br />ona, California, Colorado, Nevada, New Mexico, utah and Wyom- <br />ing, a joint high commission composed of a representative of <br />the United States of America and each of said States has been <br />duly appointed to negotiate and enter into a Compact respect- <br />ing the future utilization and disposition of the waters of <br />the Colorado River ~nd its tributaries to the end that rights <br />of the United states and of each of said States inter sese with <br />respect to said waters may be fixed and determined and the prop- <br />er and full development of the vast region included within the <br />Colorado River Basin be advanced thereby; and <br /> <br />-, <br /> <br />1. <br />
