<br />Northern Colorado Water Users Association in 1934. Concern about <br /> <br />the potential adverse impacts on the West Slope of Colorado of <br /> <br />this plan prompted the creation of the Colorado River Protective <br /> <br />Association in that same year. <br /> <br />A year earl ier, representatives from across the state had <br /> <br />met to discuss federal funding for Colorado water projects. The <br /> <br />meeting resul ted in a five point resolution, one of which <br /> <br />endorsed the concept of "compensator~ storage": <br /> <br />Fourth, endorsement of the general principle <br />that every transmountain diversion project <br />out of the Colorado River basin, other than <br />domestic projects of municipalities, shall <br />include as an essential part of the project <br />construction of a compensatory reservoir on <br />the Western Slope of sufficient capacity to <br />hold an amount of water equal to the amount <br />to be annually diverted unless some compen- <br />sating reservoirs have been previously <br />built.56 <br /> <br />Several points are worth noting. <br /> <br />First, the diversions requiring <br /> <br />compensatory storage would be only those from the Colorado River <br /> <br />basin. <br /> <br />Second, "domestic projects of municipalities" were <br /> <br />excluded.
