<br />- 14 - <br /> <br />by operators on an individual or group basis under the Soil <br />Conservation District program. The sponsors have not requested other <br />water management uses for the project since storage and recreation <br />are available in Vallecito Reservoir, and agricultural and non- <br />agricultural water uses are incorporated in the Navajo Reservoir. <br />Foreseeable municipal and commercial uses are adequately taken care <br />of by present facilities. <br /> <br />Water rights are not a problem in this watershed as no additional <br />storage, diversion, or pumping is planned. The ~ureau of Indian <br />Affairs have rights for an additional 50 c.f.s;,but have stated that <br />they do not wish to increase the diversion and canal capacities for <br />this purpose. <br /> <br />PROJECTS OF OTHER AGENCIES <br /> <br />Supplemental irrigation water from the U. S. Bureau of Reclamation <br />Pine River project is used within the watershed. Construction funds <br />for this project were provided by the Interior Department Appropriation <br />Act of August 7, 1937 (50 Stat. 595). Construction began in May 1938. <br />All major features were completed by 1941. <br /> <br />The project stores water in the Vallecito Reservoir from the upper <br />Los Pinos River on the western slope of the Continental Divide for <br />multiple-purpose utilization. The primary use of the water is to <br />provide a supplemental water supply to the Pine River Project con- <br />sisting of about 51,000 acres of irrigated land in southwestern <br />Colorado and northwestern New Mexico. <br /> <br />The Bureau of Reclamation operates all project features of this <br />.reservoir so as to mee t: (1) the direct flow rights and the storage <br />rights of all of the various individual and group ditch company <br />participants in the Pine River Irrigation District with funds advanced <br />by the water users, of which one-sixth is furnished by the Bureau of <br />Indian Affairs, and (2) the downstream commitments to the Navajo <br />Reservoir for multiple-purpose use and the Lower Colorado River Compact <br />insofar as is possible. The Pine River Canal Company is a carrier for <br />the water of the Spring Creek Ditch Company and the Bureau of Indian <br />Affairs for a fixed fee and for the shares of the water owned by <br />individuals within the project area. <br /> <br />With the withdrawal of the proposed Pine River Project Extension <br />by the Bureau of Reclamation in 1959, there are no known or special <br />water-use plans proposed in the Los Pinos River basin that would have <br />.an adverse effect upon the proposed plan for the Pine River Watershed <br />Project. <br />
