<br />. <br /> <br />. <br /> <br />--tJ;f)JAJ (f. 9--<- <br />, " ,I ~ <br />)""" ':JVV <br />_\., ,,,j, ~ : J <br />("" <br /> <br />STATEMENT OF PRINCIPLES <br />FOR PROTECTION OF STATES OF ORIGIN <br /> <br />Except as otherwise provided by existing compacts, the <br />planning of western water resources development on a regional <br />basis will ,be predicated upon the following principles for pro- <br />tection of states of origin: <br /> <br />1. All water related needs of the states of origin, <br />including but not limited to irrigation, municipal and <br />industrial water supply, flood control, power, navigation, <br />recreation, water quality control, and fish and wildlife <br />preservation and enhancement shall be considered in formu- <br />lating the plan. <br /> <br />2. The rights of states to water derived from inter- <br />basin transfers shall be subordinate to needs within the <br />states of origin. <br /> <br />3. The costs of water development in the states of <br />origin shall not be greater than would have been the case <br />had there never been an export from those states under <br />any such plan. <br /> <br />Adopted unanimously on May 11, 1965, in San Francisco, California, <br />on motion by Idaho, seconded by Nevada, by the Work Group on <br />Areas of Origin, Western Water Resources Task Force. States of <br />Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, <br />Oregon and Wyoming were present--Utah and Washington were absent. <br /> <br />".. <br />.90 <br />., <br />
