In addition to the abo've-dc;;crihed major im~p-rovements and- ex- <br />clusive of emer~ency repairs during floods, the Corps of Engineers con- <br />structed 16 emergency flood control projects prior to 1065 in the Arkansas <br />River Basin in Colorado at a total Federal cost of about $494,000. These <br />consisted of snagging and channel clearing, emergency bank protection, <br />emergency repairs to existing flood control works. and flood fighting <br />operations, ~Iost of the work was done in or near cities and towns, <br />including Las Animas. Federal costs varied from about $4,000 to about <br />$ 75,000. Furthermore, the Corps of Enginee~l's expended about $ 277 ,000 <br />on flood emergency operations and rehabilitation of damaged flood con- <br />trol facilities following the 1965 fiood in the Arkansas River Basin in <br />Colorado. This work was accomplished under authority of Public Law 99. <br />The Corps also collaborated with the Office of Emergency Planning in <br />carrying out provisions of Public Law 875. <br /> <br />7. The only other Federal agency that has completed water resources <br />improvements in the Arkansas River B,,<sin in Colorado, other than those <br />of an emergency nature, is the Soil Conservation Service. This agency, <br />in addition to the regular land treatment pr0gram carried on through <br />organiz.ed soil conservation lhstricts; has constructed or contemplates <br />construction of a number of flood"..t"T retarding structures under the <br />watershed prol,:ram :luthorized by tllC \v:n:eTshcd Protection and flood Pre- <br />vention Act (Public Law 566. as "mended) _ In the upper watershed of <br />Big Sandy' Creek above Limon, 14 structurcs have been completed. Three <br />retardation dams have heen completed on Limon Creek, a tributary to the <br />8ig Sandy. T\;o structures have been completed in the Fishers Peak- <br />Carbon Arroyos watershed near Tdnidad.. Part of the city is included in <br />the project aIea and ,will benefit by the protection afforded. Four <br />structures are planned for construction in the Vine land area about 10 <br />miles east of Pueblo. A plan for floodwater retarding structures and <br />channels on Cheyenne Creek., near the Colorado-Kansas State line, is <br />being prepared, <br /> <br />- ------------- -------------------------- -------- <br /> <br />~ <br /> <br />'. <br /> <br />8, TIlere arc more than 200 small reservoirs constructed by local <br />interests in the Arkansas River Basin in Colorado, These reservoirs <br />arc primarily for irrigation storage hut they also provide local flood <br />control and domestic and industrial water supply. The largest of these <br />is the Great Plains Reservoirs system, a series of off-channel reser- <br />voirs located northeast of John ~lartin Dam. This system has an aggregate <br />capacity of 100,000 acre-feet. Other's are Adohe Creek Reservoir on Adobe <br />Creek with a capacity of 62,000 ac~e-feet; Twin Lakes with a capacity of <br />55,000 acre-feet; Cucharas and T"o Buttes Reservoirs on Cucharas River <br />and T"o Butte Creek" each "ith a cupacity of 40,,000 acre-feet; and lIorse <br />Creek Reservoir on lIorse Creek "ith a (:apacity of 2'J ,000 acre-feet. <br /> <br />9. ~Iajor flood control improvements constructed by local interests <br />in the Arkansas Basin are the Ilarrier Oam and Puchlo Flood"ay. These <br />improvements were built on the Arkansas River in 1924-25 hy the Pueblo <br />Conservancy District which was o~ganized soon after the disastrous flood <br />of 1,/21 for the purpose of providing flood protection to the city of <br /> <br />3 <br />
