Growing <br />out ofthese discussions was the cost sharing arrangement contained in the <br />Cooperative Agreement, which involved the federal government paying <br />50 percent of the total expected cost of approximately $75 million for phase I <br />of the recovery program with the states dividing the remaining 50 percent on <br />a 40 percent (Nebraska), 40 percent (Colorado), and 20 percent (Wyoming) <br />basis (see Table 1).
