<br />~ '. <br /> <br />003256 <br />FURTHER POTENTIAL ACTIONS AND STUDIES <br /> <br />~ <br /> <br />Assuming that their administration of the South Platte River will continue <br /> <br />with or without a special USFS designation, the Forest Service is <br /> <br />completing special management plans for the area that encompasses the South <br /> <br />Platte below Cheesman Reservoir and the portion of North Fork within the <br /> <br />Pike National Forest. These plans are and will be badly 'needed for proper <br /> <br />administration and development of the area. <br /> <br />If the South Platte River and North Fork reaches identified in this report <br /> <br /> <br />are to be further considered for National Recreational or Scenic River <br /> <br /> <br />classification (under Forest Service administration), Congressional authori- <br /> <br />zation or request for an in-depth study will be required. Congressional <br /> <br />authorization also might involve adding the South Platte to the 5(a) list <br />of rivers under the Wild and Scenic Rivers Act; however, addition to this <br /> <br />list also involves a subsequent requirement for in-depth study. If such a <br /> <br />study should recommend addition of the South Platte and/or the North Fork to <br /> <br />the National System of Wild, Scenic, and Recreational Rivers, a Congressional <br /> <br />Act would be required to effect the addition. <br /> <br />Establishment of a National Recreation Area within the study area would also <br /> <br /> <br />require an in-depth study. A (Federal) departmental directive would be <br /> <br /> <br />required, and this would probably stem from a Congressional request for such <br /> <br /> <br />a study. Again, an Act of Congress is required before an area can be <br /> <br />designated a National Recreation Area. NRA designation would not automatically <br /> <br />assure that special funding would be authorized for development and management <br /> <br />of the Upper South Platte area. <br /> <br />59 <br />
