"Some development along their shorelines" means that <br />lands may be developed for the full range of agricultural <br />uses and could include small communities as well as dis- <br />persed or cluster residential developments. <br /> <br />3. "Undergone some impoundment or diversion in the past" <br />means that there may be water resources developments and di- <br />versions having an environmental impact greater than that <br />described for wild and scenic river areas. However, the <br />degree of such development should not be to the extent that <br />the water has the characteristics of an impoundment for any <br />significant distance. <br /> <br />Future construction of impoundments, diversions, straighten- <br />ing, rip-rapping, and other modification of the waterway or <br />adjacent lands would not be permitted except in instances <br />where such developments would not have a direct and adverse <br />effect on the values for which that river area was included <br />in the national system "s determined by the Secretary charged <br />with the administration of the area. In the case of rivers <br />added to the national system pursuant to Section 2(a)(ii), <br />such construction could result in a determination by the <br />Secretary, of the Interior to reclassify or withdraw the <br />affe~ted river area from the system. <br /> <br />8Management obiectives. <br /> <br />Management of recreational river areas should be designed to <br />protect and enhance existing recreational values. The primary <br />objectives will be to provide opportunities for engaging in <br />recreation activities dependent on or enhanced by the largely <br />free-flowing nature of the river. <br /> <br />Campgrounds and picnic areas may be established in close <br />proximity to the river, although recreational river classi- <br />fication does not require extensive recreational develop- <br />ments.
