C., <br />February 19, 1941. <br /> <br />To: ALL ALLOTTEES OF AND CONTRACTORS FOR B01~DER Dill~ POWER. <br /> <br />Gentlemen: <br /> <br />The Boulder Canyon Project Adjustment Act (54 Stat. 774), <br /> <br />which was approved by the President July 19, 19ho, authorized <br /> <br />the Secretary of the Interior to promulgate and put into effect <br /> <br />charges for electrical energy generated at Boulder Dam, provided <br /> <br />for the application of revenues from said project, and authorized <br /> <br />the operation of the power plant by the United States directly or <br /> <br />through agents. It also provided for the promulgation of regula- <br /> <br />tions and the making of contracts to effectuate the purp.oses of <br /> <br />the act. <br /> <br />'l:his authorization and <:luty imposSl'll upon the Secretary <br /> <br />., '.- <br /> <br />neoessitated certain finding~ of fact and the preparation of <br /> <br />drafts of regulatiOns and contracts for his approval. In order <br /> <br />to acoomplish this the undersigned was designated by letter on <br /> <br />.. <br /> <br />July 27, 1940, to act as the special representative of the <br /> <br />Secretary of the Interior in these matters. Since the problems <br /> <br />involved were of a complicated nature, Mr. Leland Olds and <br /> <br />Dr. w. F. Durand were designated to act as advisers in reaching <br /> <br />appropriate conclusions. <br />
