Irrigation Water

Project irrigation water will be supplied only
for supplemental use to a total service area of
280,600 irrigable acres. These. lands are located 0 i
within the Southeastern Colorado Water Conservancy 0 I
District and will be served by existing distribution t\) ,
systems. 0 ;

When fully developed, increased gross farm in-.:
come from Project lands will exceed nine million dol-
lars annually. Approximately one-third of this amount
will directly accrue to area farmers os increased farm
income with the remainder distributed throughout
the agricultural, industrial and commercial sections
thru 011 form related activities, including processing
and marketing increased agricultural production.

Municipal and Industrial Water

The present Project plan provides for 20,500
acre-feet of water for municipal and industrial use
to supplement existing supplies. All cities and towns
in the Southeastern Colorado Water Conservancy
District are eligible to apply for allotments of Project
water.

Flood Control

Damaging floods hove occurred from Canon City
eastward. The largest flood of record, which occurred
in June 1921, reached an estimated flow of 200,000
second-feet in la Junto. The loss of life was high, and
property damage in the Valley was estimated at
more than $19 million. Pueblo Reservoir with 93,000
acre-feet flood control space will provide approxi-
mately $780,000 of benefits annually.
Recreation - Fish and Wildlife

The streams and lakes in the Project area will
provide excellent fishing. The U~per Valleys, with
their open parks and meadows With heavy stands of
Aspen, Spruce and Fir, provide both summer and
winter range for large herds of elk and deer.

The Bureau of Reclamation in cooperation with
other Federal, State and local agencies is planning
end developing major' recreation areas around Proj-
ect reservoirs. The water surfaces and adjacent lands
will be developed into high quality recreation areas,
c::md will become attractions to tourists and the local
people of Colorado. Pueblo Reservoir will develop
into one of Colorado's more popular recreation areas,
es there are no bodies of water of any significant
size located near the large population centers of
Colorado Springs and Pueblo.

Municipal Pipelines

It is planned, at the request of Colorado Springs
and municipalities east of Pueblo, to construct closed
pipelines to provide Fryingpan-Arkansas Proie~t w~ter
for the citizens of those communities. These pipelines
will be constructed at the specific expense to the mu-
nicipalities involved, although authorization for the
construction of such pipelines is included in the
Fryingpan-Arkansas Project approved by Congress.
No part of the single purpose municipal and industrial
water supply works involved in the Fryingpan-Arkan-
sas Project sholl be constructed by the Secretory in
the absence of evidence satisfactory to him that it
would be infeasible for the communities involved to
construct the works themselves, singly or jointly. Ne-
gotiations will be carried on with the municipalities to
determine their proiected needs and their willingness
to obligate themselves for the repayment of the pipe-
lines. Such pipelines will provide supplemental water
to that which the municipalities already own, and
will enable the leaders of those communities to make
plans for future growth and development.

Winter Storage

Owners of native water along the Arkansas
River will be afforded an opportunity to store their
"winter water" in Pueblo Reservoir and thereby be
enabled to put this water to more beneficial use
during the growing season. At the present time, it
is impossible for the various ditch companies to hold
this critical water during the non-productive months
because of the lack of the storage facilities. It is ex-
pected this "winter storage" program will enable the
owners of thot woter to be betfer assured of crop
completion, and thereby, a more stobIe income factor.
