<br />"Policy for Implementation of the Colorado River Salinity Standards Through <br />the NPDES Permit Program for Fish Hatcheries." <br /> <br />o <br />f'..) <br />~ <br />,".n <br /> <br />The Forum started with an initial NPDES policy and, from time to time, has considered <br />amendments or additions to this policy. The Forum gave initial approval to a revised policy for <br />NPDES discharges, in June 2002, and received public comments on the proposed revisions during <br />the summer of2002. After consideration of the comments received, the Forum modified the policy <br />and formally adopted it on Qctober 30, 2002. This revised policy replaces the "PQLICY FOR <br />IMPLEMENTAnQN OF CQLQRADO RIVER SALINITY STANDARDS THRQUGH THE <br />NPDES PERMIT PROGRAM" adopted by the Forum in 1977. <br /> <br />The revised policy is included as Appendix Bofthis Review. The major modifications in <br />the revised policy include: <br /> <br />. A clarification of the provision for allowing a waiver of the "no salt return" <br />requirement where the total salt load is less than one ton/day or 366 tons/year; <br /> <br />. New provisions addressing the discharge of water that has been used for <br />once-through non-contact cooling water purposes; <br /> <br />. Provisions addressing new industrial sources that have operations and associated <br />discharges at multiple locations; <br /> <br />. A new provision allowing a waiver of the "no salt return" requirement for "fresh <br />water industrial discharges" where the discharged water does not cause or contribute <br />to exceedances of the salinity standards for the Colorado River system; and <br /> <br />. Language encouraging new industrial sources to conduct or frnance one or more <br />salinity-offset projects in cases where the permittee has demonstrated that it is not <br />practicable to prevent the discharges of all salt from proposed new construction. <br /> <br />Existing policies related to brackish water, intercepted groundwater, and discharges from fish <br />hatcheries are also contained in Appendix B, and they remain unchanged. <br /> <br />3. Implementation of non point source management plans developed by the states and <br />approved by EP A. <br /> <br />Item I of the list above is to be implemented by federal agencies in conjunction with state, <br />local and private participants. The Forum participates with federal agencies in developing the <br />measures to be implemented. The Forum also urges Congress to appropriate the funds needed for <br />implementation, and recommends legislative changes when necessary. Items 2 and 3 above are <br />primarily implemented by each of the Basin states. <br /> <br />4-2 <br />
