<br />c"":), <br /> <br />c.) <br /> <br />37 <br /> <br />, ."} <br /> <br />~ <br />l\j <br /> <br />may lead to sufficient progress under the Implementation Program. <br /> <br />4.2.2 Actions to Avoid Jeopardy <br /> <br />As a result of research being conducted, it is anticipated that <br />significant new information will be available on the listed fish. <br />Also, certain recovery actions will have been implemented to <br />benefit the listed fish. There is the option of a federal agency <br />or project sponsor to implement actions in addition to those <br />accomplished under the Implementation Program and which may also <br />eliminate the likelihood of jeopardy. These measures would be <br />reviewed by the service in the consultation process for a <br />proposed federal action even if sufficient progress has not been <br />made under the Implementation Program. Two primary examples of <br />such actions are listed below: <br /> <br />Modification of federal projects to maintain the level of <br />depletions in the section 7 environmental baseline as <br />described in the Biological Opinion issued for the ALP <br />(baseline) . <br /> <br />Modifications to existing and proposed federal actions <br />(i.e., measures) to lessen impacts to endangered fish. <br /> <br />4.2.3 Milestones <br /> <br />Inherent in the logical progression of implementing identified <br />recovery actions is the stepwise accomplishment of increments of <br />the outlined courses of action (Section 3.0). These steps will <br />be outlined in the Long Range Implementation Plan. As such steps <br />are completed, they will be assessed as the milestones marking <br />progress in achieving the goal of recovery of the endangered fish <br />species. The satisfaction of such milestones and, in turn, their <br />recovery elements, will be taken into consideration in the <br />consultation process. <br /> <br />4.2.4 Monitoring of Accomplishment of Reasonable and Prudent <br />Alternatives <br /> <br />As discussed in section 4.1, if a federal agency determines that <br />an action it authorizes, funds, or carries out "may affect" a <br />listed species or adversely modify or destroy critical habitat, <br />it is required to initiate formal section 7 consultation with the <br />Service. If the service finds that the effect to the species is <br />of such significance as to be likely to jeopardize the continued <br />existence of the species, or result in destruction or adverse <br />modification of critical habitat, a "jeopardy" biological opinion <br />is issued at the conclusion of the consultation.
