<br />. <br /> <br />. <br /> <br />INTRODUCTION <br /> <br />Pursuant to the request by the Secretary of the Interior <br /> <br />in his letter dated December 16, 1969, to Governor Reagan, a formal <br /> <br />statement by The Metropolitan Water District of Southern California <br /> <br />(Metropolitan) is hereby submitted to the Secretary showing the <br /> <br />reasons that the Glen Canyon Filling Criteria, including Principle 5 <br /> <br />thereof relating to the Hoover power deficiency allowance, should be <br /> <br />continued; and if terminated, showing the impact of such termination <br /> <br />upon Metropolitan. This statement is supplementary to the formal <br /> <br />statement filed by the State of California in response to the <br /> <br />Secretary's request. Metropolitan fully concurs with the statement <br /> <br />of the State of California. <br /> <br />STATEMENT OF METROPOLITAN'S POSITION <br /> <br />It is Metropolitan's position that the Glen Canyon Filling <br /> <br />Criteria, including Principle 5 thereof relating to the Hoover <br /> <br />power defiCiency allowance, should continue for the following reasons: <br /> <br />1 . For the Secretary to do so, will carry out the <br /> <br />agreement among the representatives of the States of the Colorado <br /> <br />River Basin (Seven-State Agreement) i.e., that the States of the <br /> <br />Upper Division (Colorado, New Mexico, Utah and Wyoming) (Upper <br /> <br />Division) would support legislation providing for the continuance <br /> <br />of the Filling Criteria and the Hoover power defiCiency allowances <br /> <br />-1- <br />
