I wish to point out that it is our common <br />understanding that these operating criteria would <br />become effective at such time as the pending legislation <br />may be approved by the Congress and the President. <br /> <br />This criteria would replace the Glen Canyon fillinq <br />criteria previously announced by the Secretary and now <br />in effect, with the exception of tha t portion of the <br />fillinq criteria relatinq to allowances for Hoover Dam <br />powerplant deficiencies. These allowances would continue <br />to be made, with a provision for reimbursement to the <br />Upper Colorado River Basin fund as specified in section <br />502 of this bill." (Emphasis added) <br /> <br />Mr. S. E. Reynolds, then and now State Engineer and <br /> <br />Secretary of the Interstate Stream Commission of the State of New <br /> <br />Mexico, stated:11I <br /> <br />"Sec. 502 of the committee print would provide <br />reimbursement to the Upper Colorado River Basin Fund for <br />expenditures made to meet deficiencies in generation <br />at Hoover Dam during the filling period of storage units <br />in the Uoper Basin. While full compensation for expendi- <br />tures and enerqy is not provided, New Mexico feels that a <br />reasonable compromise has been reached and supports the <br />provisions of Section 502."
