The proposed transfer plan will leave 20 percent of the-wat~-

associated with state-owned shares with the Catlin Canal company.

A reason for the amount being so large can be found in the results

of a recent study5 by the USGS (U. S. Geological Survey). The

study indicates that recharge to the ground water reservoir from

surface diversions in the reach of the Arkansas river between the

Catlin diversion dam and the La Junta stream gaging station ranges

from 20 to 30 percent. Since the Catlin system is one of the more

efficient in the reach, since some of this recharge becomes avail-

able for use by well owners, and since essentially all well owners

under the Catlin system are also shareholders, 20 percent will

adequately protect the water users under the Catlin system. Also,

this large amount of water may mitigate opposition to the transfer

from the Catlin Canal Company. Thus, the Catlin diversions under

the plan that are shown in column 3 were computed by multiplying

the historic diversions in column 2 by 0.91008 (100% - 80% of 11.24%

= 91. 008"~). The simulation shows that Catlin diversions on a "per

share" basis will be slightly increased by the transfer.

Quantities in column 4 of table 5 correspond to state credit

at the Catlin headgate, and they were determined by multiplying the

historic diversions in column 2 by 0.06755 except that they could

not exceed 5,088 acre-feet. Amounts in column 5 were left in the
