ON MAY 1, just before this issue of Empire
was closed, the water level in Lake Powell
behind Glen Canyon Dam had reached 3,-
603.5 feet above sea level. When the spring
runoff raises the lake to the 3,6Q6..foot mark,
it will cross the boundary into Rainbow Bridge
National Monument. At 3,654 feet, the water
will enter the gorge under Rainbow Bridge, a
magnificent natural stone arch. When the res.
ervoir is filled to capacity. the water will be at
3,700 feet but still below the bridge abutments.
The water level, and what it will do to the arch" _j,.,
is of such great esthetic and economic impor- : I
tance-Lake Powell is the key to a vast water
network for the thirsty West-that litigation is
pending in a federal court in Washington. D.C. ".
Because of the importance of the issue, Em-
pire's team of Zeke Scher and George Crouter
was flown to the scene last month. Their report
in text and 'photographs (cover photo and
pages 32 to 40) captures the grandeur of the
bridge and explains the issues more clearly
than anything we've seen published. The deci-
sion, however, whether the reservoir will be"
- allowed to fill must come from the courts.
