<br />
<br />WHEREAS, there have been introduced in the Congress bills proposing
<br />the oreatlon of valley authorities fOT thA purpose of undertaking, among
<br />numerous other things, the development, utili~ation, and management of waters
<br />of the several valleys named in the bills. genorally referred to as authority
<br />billsl ar..d

<br />WHEREAS' the enactment of said measures ~ould result in the elimination
<br />of the Corps of Engineers as the agency carrying on flood oontrol and navigation
<br />work in said valleye and the elimination of the Bureau of Reclamation ae the'
<br />&genoy carrying on irri~ation and ~elated activities on the valley lands and the
<br />substitution of a Dew organiEation to perform the ~unctiOr..8 presently assigned
<br />to thee" old establ1ehed agenoies;. and

<br />WHEREAS, the Corps of Engineers and the Bureau of Reclamation are
<br />long experienoed in making surveys and plans in their respective fields and
<br />supervising their ex~cution und are fully co~petent to oontinue, and
<br />
<br />WHEREAS, authorities provided in propo~ed legislation are Government
<br />corporations, vested with unlimited powers, clothed with governmental
<br />immunity from responsibility for tn~ir aota, free from ordinary oongreesional
<br />controls, beyond the jurisdiction of the General Accounting Offioe,
<br />established by Congress for supervising the expenditures of publio fund~; w~uld
<br />deprhe the states of jurisdiction over the distribution and use of waters within
<br />their boundari.s, prevent paots between states relating t~ suoh watersJ
<br />drastically interfere ~ith and leek to control the economy of the affeoted statee,
<br />unreasonably and unwisely centrali:e in a Fed~ral'agency powers and duties more
<br />appropriately lodged in and effioiently performed by the statesJ bring into
<br />public cwnership large aegme~ts of privately o-ned property displaoing tax
<br />revenues and thuB increasing taxes on remaining prape~ty, and finally build
<br />unwholesome and undesirable Gove.rnment monppolies; and

<br />'WHEREAS' this organh:f\tion at as regular meeting Sept'!:Ilher 10, Jl145
<br />expressed its opposition to the enactment of regional or valley I!lut:hority
<br />legislation. in any manner curtailing or deetroying the functions of the Corps
<br />of Engineers and the Bureau of Reolamation, by tending to transfer them Qnd
<br />their proj~cts to other bovernmental agenoiesr and
<br />
<br />WHEREAS fer the reasons stated this ~ganization is of the opinion such
<br />authorities are ~eoes8ary, unwise and undesirable.

<br />NOW, THEREFORE, BE IT RESOLVED, that this urganization, in regular
<br />meeting as~.mbled~ does hereby deolare ita opposition to the enaotm9nt of regional
<br />01" valley authority legislation for the rivers of the l\iatlon, of ths type and
<br />cruaraoter oontained in proposals now before Congress,
<br />
<br />AND BE IT PURTHER RESOLVED, that a copy of this resolution be sent
<br />to Pre~1dent Truman, our members of the Congr~s. Bnd Senate Committees, and
<br />this Orgauizatlon take all proper steps to defest all &uCnmaaeUTe&.
