Mexican officials had contended that Mexico was entitled to <br /> <br />tv <br />W <br />l'.) <br />o <br /> <br />virgin water, or if it must be somewhat unchaste, at least water of the <br /> <br />same quality as that our major downstream users receive, namely, water of <br /> <br />Imperial Dam quality, to the exclusion of drainage waters entering the river <br /> <br />below Imperial Dam. That question is now settled permanently. <br /> <br />We may <br /> <br />deliver drainage water entering the river below Imperial Dam. <br /> <br />After Mexico's experience with Wellton-Mohawk drainage water, however, <br /> <br />Mexican officials were naturally wary of what the future might bring in the <br /> <br />way of highly saline drainage. They would agree to accept drainage water but <br /> <br />not just any drainage in any amount. We recognized that some limitation <br /> <br />would be fair and reasonable. After long and difficult negotiations a <br /> <br />differential of 115 parts per million was agreed upon; that is, the Governnientl.s <br /> <br />agreed that on an average the annual salinity of the water we deliver to <br /> <br />Mexico at Morelos Dam would not be more than 115 ppm higher than that at <br /> <br />Imperial Dam. <br /> <br />Mexico would have liked this differential to be fixed for each year <br /> <br />and invariable as a maximum, but as you know too well, the water we are <br /> <br />dealing with is not exactly predictable. So we agreed on a differential of <br /> <br />115 ppm, plus or minus 30 ppm, to allow for year-to-year fluctuations in <br /> <br />operations and inaccuracies in determinations.
