<br />N <br />w <br />..... <br />00 <br /> <br />c"1 <br />'~I' <br /> <br />THE AGREEMENT FOR A PERMANENT AND DEFINITIVE <br />SOLUTION TO THE COLORADO RIVER SALINITY PROBLEM WITH MEXICO <br /> <br />by <br /> <br />Ambassador Herbert Brownell <br />Special Representative of <br />President Richard Nixon <br /> <br />Ladies and Gentlemen: <br /> <br />I have been invited to speak to you about a matter that for the last <br /> <br />year has demanded the intense attention of many members of the Association, <br /> <br />as well as of myself and many officials of the Federal Government. <br /> <br />The salinity problem with Mexico arose twelve years ago when the <br /> <br />salinity of the water we t~ere delivering to Mexico practically doubled. <br /> <br />It has been of concern to this Association ever since, and some of you, <br /> <br />already expert in the regimen and law of the Colorado River, had to become <br /> <br />expert in the theory and dynamics of salinity. Inciting your interest in <br /> <br />this subject was, surely, the increasing number of you who have gradually <br /> <br />come to face the same problem as Mexico; that is, the threat of a rise in <br /> <br />the salinity of your irrigation water through no fault of your own. Thus, <br /> <br />when President Nixon asked me in August 1972 to help resolve the problem <br /> <br />. with Mexico, I found no lack of interest and expert advice in the Colorado <br /> <br />River Basin. We all had a salinity problem, and in a sense we still do -- a <br /> <br />point to which I will return. I am grateful for the assistance which so <br /> <br />many of you provided and which I needed to carry out my instructions to <br /> <br />bring this problem with Mexico swiftly to an end. <br /> <br />,;; <br /> <br />This we have done.
