.

.

~'
"")
t.)
a:.
,')
--i

Colorado Water Conservation Board investing an even greater amount, On
July I, 1965, the Board authorized the investment of $12,400 to match the amount
from USGS to expand the scope of the field work and construction of the Analog
at the Research Center in Phoenix. Early results were being developed from
the valuable information which had been assembled since 1961. On July 1, 1966,
the District invested another $10,000 in order that this critical study might be
continued, The current contract runs until June 30, 1967, The Analog Model
is now in full operation, and is producing some extremely valuable information
regarding all water resources in the Arkansas River Valley between Canon City
and the Kansas Line,

Our Analog Model is the only one of its type involving a river basin in Colorado,
but it is expected that the other three major river basins will have one in the
future. in order that their water programs might be methodically and scientif-
ically developed, As previously mentioned, many other States have Analog
Programs at Phoenix, including Texas, Arizona, California and Florida,

The Orange County, California model is one of the most complex. A booklet
describing their program states; "An electrical analog model is a convenient
device for integration of the cause and effect relations in a dynamic aquifer
system, The analogy between the flow of electrical charge in a conductor and
the flow of fluid through saturated por 0 u S media is predicated on mathematical
logic and an understanding of basic physical laws", Their Analog is used to
de'l!'elop the following information; "(1) utilization of the ground-water basin for
storage, and regulation of water 'supplies, (2) installition of hydraulic barriers
to arrest or prevent salt-water intrusion, (3) artificial recharge of the ground-
water basin, (4) reclamation of sewage and waste water, and (5) augmentation
of local and imported water supplies by desalination of ocean water, The model
will be used in a continuing investigation program of engineering and hydrologic
problems involved in: (1) determination of the ground- water storage capacity
and selection of recharge areas, (2) determination of water-storage requirements
necessary to optimize surface deliveries of imported water, (3) selection of de-
sirable pumping patterns and regulations of pumping, (4) sizing of a sewage
reclamation plant, (5) design and operation of hydraulic barriers, and (6) quanti-
tative determination of the subsurface flow of ground water across the Los Angeles
- Orange County Line, "

If one Analog Model can ra:'form these miracles for the area near Los Angeles,
already overcrowded to the extent where water is the single factor which will re-
tard their growth, then it should follow that the Arkansas Valley should utilize
;:0. similar instrument to chart a healthy course for future growth through the wise
use of all waters to which the people in this Valley are legally entitled, Even if
there were no Fryingpan-Arkansas Project, the Valley needs the scientific in-
formation available from the Analog,

- 2-
