<br />-1- <br /> <br /> <br />0<\[\9<<'1 <br />U u \J '.. / <br /> <br />CHAPTER 1 <br /> <br />INTRODUCTION <br /> <br />BACKGROUND AIID AUTBORIft <br /> <br />The first comprehensive water resources study for the <br />Missouri River Basin was conducted by the Missouri Basin Inter- <br />Agency Committee prior to the establislJllent of the Missouri River <br />Basin Commission. The report on the study was published in <br />December 1971. This seven-volume report, The Missouri River <br />Basin Comprehensive Framework Studv', presented the results of the <br />first effort in the Missouri River Basin to assess and address <br />the major current and future water resources needs and <br />opportunities of the entire basin. <br /> <br />The Missouri River Basin Commission was established in 1972 <br />under the authority of the Water Resources Planning Act of 1965 <br />(P.L. 89-80), which states in part that each river basin <br />commission shall: <br /> <br />Serve as the principal agency for the coordination of <br />Federal, State, interstate, local, and nongovernmental plans <br />for the developnent of water and related land resources in <br />its area, river basin, or group of river basins; and prepare <br />and keep up-to-date, to the extent practicable, a <br />comprehensive, coordinated, joint plan for Federal, State, <br />interstate, local, and nongovernmental development of water <br />and related land resources... <br /> <br />The Commission began preparing its first basinwide water <br />resources management plan in 1975 in an effort coordinated with <br />
