INTRODUCTION

The 1975 Assessment of wster and land resources is for the
purpose of identifying snd describing the Nation's severe water
problems and indicating the urgency of their resolution from a
national and State-Regional veiwpoint. The Assessment is conducted
by the U. S. Water Resources Council in cooperation with Federal and
State representatives within functions assigned to it by the Congress
under provisions of the Water Resources Planning Act of 1965 (Public
Law 89-90).

During February 1974 the Water Resources Council initiated the
1975 Assessment of Water and Land Resources throughout the United
States. The Assesament has three main parts or analyses. First,
is the nation-wide analysis performed by Federal agencies to develop
a nationally consistent set of volumetric and non-volumetric data
covering the entire United States and broken down in detail for 106
ASA's in 21 Assessment Regions, including narrative and numerical
information; second, is the Specific Problem Analysis performed by
Regional Sponsors with assistance of State representatives, and
regional representatives of Federal agencies in each of the 21 regions
for the purpose of articulating the State-Regional viewpoi~t concern-
ing water-related problems and for providing information ~or use in
the National Assessment report; and third,. is a national priorities
analysis for articulating priorities for resolving identified water
problems and documenting same from a national viewpoint, including
summaries of the State-Regional conclusions and recommendations
documented during the Specific Problem Analysis phase performed by
the State-Regional sponsors.

The Specific Problem Analysis portion of the Assessment includes
four separate documents. The first document,.identified as Technical
Memorandum No.1, includes listing of problems throughout the AWR Region.
The second document is identified as a Technical Memorandum on Activity
2, Phase II, covering State-Regional Futures and Problems Lists. The
third document, identified as Activity 3, Phase II, is a Technical
Memorandum covering the analysis of problems identified by the Regional
Sponsor, including determination of the probable adverse and/or bene-
ficial effects if severe water and related land problems are not solved
from the State-Regional Future viewpoint.

This is the fourth and final document or formal report of the
Arkansas-White-Red Basins Inter-Agency Committee (the Regional Sponsor
for the AWR Region) covering the Arkansas-White-Red Region which sum-
marizes the State-Regional Futures as seen by the Regional Sponsor.

5
