<br />o <br />::) <br />N <br />N <br />{O <br />o <br /> <br />I <br /> <br />I <br /> <br />Water supply in the high plains and central lowlands area <br />of the region are generally inadequate to meet developed needs <br />except in years of abundant supply or where sufficient holdover <br />storage has been provided. In contrast the quality of water is <br />best in the mountains and deteriorates in the plains and central <br />lowlands as use of water increases and as salt springs and seeps <br />contribute to streamflow. Streamflow increases in the eastern <br />third of the region as annual precipitation increases and exceeds <br />evapotranspiratiQn. Occasionally, drought conditions prevail in <br />the eastern third and water supply is short except where adequate <br />holdover storage is available. The increased volume of water <br />available in the eastern third generally improves water quality <br />particularly in the White River. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />II <br /> <br />The region is a basic supplier of food and fuel, and its <br />economy generally has been vibrant and healthy. The general <br />decline in petroleum and gas production during recent years, and <br />the trending decline of groundwater supplies in the enormously <br />developed irrigable areas of the high plans area potentially portray <br />very serious problems in the economy of the Region.
