<br />COST <br /> <br />Phase I of the ALP will require the federal government to spend over <br />$500 million and the State of Colorado over $50 million. <br /> <br />Preliminary infonnation we have gathered indicates that a fund <br />sufficient for the purpose here described could be established for about <br />one third of the amount required to built Phase I of the ALP. A <br />feasibility study needs to be done to detennine specifically how large a <br />fund is needed, and how the purposes of the fund can be carried out in <br />the fairest way to all concerned. With your support, we need to ask the <br />federal government to. commence such a study immediately with <br />existing funds in the ALP account. <br /> <br />The federal/state contributions to the fund could be made consistent <br />with the contributions each would have made to construct Phase I of the <br />ALP [note: whether the relative federal/state contribution ratio should be <br />adjusted to reflect the expectations that the State of Colorado would pay <br />for all of Phase n (i.e., an additional $200 million) is an issue to be <br />resolved between the two levels governments]. <br /> <br />The federal government and the State of Colorado created this problem <br />by conveying land and water rights to our people, and then by <br />subsequently giving the same land and water to non-Indians. This <br />proposal is the fairest, least damaging to the environment, and most <br />economically efficient idea we have heard for redressing this <br />government created problem. For the reasons stated, the federal <br />government and State of Colorado should provide the financial <br />resources needed to establish and fulfill the purposes of the fund. <br /> <br />2 <br />
