Other laws specifically deal- <br />ing with planning or environmental study requirements include the <br />Federal Coal Leasing Amendments Act of 1976, the Surface Min- <br />ing Control and Reclamation Act 'of 1977, arid t1ieNati6naIEn- <br />vironmental Policy Act of 1969.
