<br />Planning Action 5: Formulate Alternatives
<br />
<br />In resource planning, as with other problem~SOlvjng efforts, there
<br />are always a number of alternatives. The success of the planning
<br />effort often hinges upon the identification and clear presentation
<br />of the reasonable alternatives.
<br />
<br />The BLM manager sets out to accomplish three objectives during
<br />planning action five:
<br />
<br />,. To identify, in a set of statements and graphics, a range of
<br />reasonable combinations of resource uses and management prac-
<br />tices that appear to respond to the planning issues and that pro-
<br />vide management direction for all resources.
<br />
<br />2. To develop reasonable alternatives, each designed to provide
<br />a distinct choice among potential management strategies, and
<br />
<br />3. To portray the apparent complementary and competitive rela-
<br />tionships among the various alternatives.
<br />
<br />Wherever possible, these resource uses and levels are portrayed
<br />on maps, (like the one on page 14) to establiSh, as clearly as possi-
<br />ble, the on-the-ground location of the various resources and
<br />management alternatives.
