Clements, Jr. <br />Governor of the State of Texas <br />Austin, Texas <br /> <br />The aonorable Roy Romer <br />Governor of the State of Colorado <br />Denver, Colorado <br /> <br />Sirs: <br /> <br />The 50th Annual Meeting of the Rio Grande Compact Commission was held in A1amosa, <br />Colorado on March 3D, 1989. <br /> <br />The Commission reviewed its prior reports and the current reports of the Secretary <br />relative to streamflow at Compact gaging stations and storage in reservoirs for 1988. <br />The Commission reaffirmed its previous finding that actual spill of usable water <br />commenced January 31, 1988. Pursuant to Articles r and VI of the Rio Grande Compact, <br />no annual credits or debits were computed for 1988 as a result of actual spill of <br />usable water. <br /> <br />In addition, the Commission found that: <br /> <br />(a) Deliveries of water at the ColoradO_New Mexico state line by Colorado amounted to <br />184,700 acre-feet in 1988 Bnd the scheduled delivery for the year was 144,000 <br />acre-feet. The decrease in storage in 1988 in reservoirs in Colorado constructed <br />after 1937 aggregated 14,300 acre-feet. <br /> <br />(b) Deliveries of water into Elephant Butte Reservoir, as measured by the Elephant Butte <br />Effective Supply, amounted to 685,600 acre-feet in 1988 and the scheduled delivery <br />for the year was 423,200 acre-feet. The decrease in storage in 1988 in reservoirs <br />in New Mexico above San Marcial cOnstructed after 1929 aggregated 19B,400 acre-feet. <br /> <br />(c) Releases of usable water in 1988 from Project Storage amounted to 729.600 acre-feet. <br />Actual spill of usable water from Project Storage aggregated 187,600 acre-feet <br />in 1988. <br /> <br />(d) Expenses of the administration of the Rio Grsnde Compact were $103,146 in the fiscal <br />year ending June 3D, 1988.
