EARLY BIDS ASSURED ON SLOPE WATER PROJECTS
The Daily Sentinel
August 3, 1976

WASHINGTON -- Frank E. Evans, representative to Congress from the
third congressional district, says Gilbert Stamm, commissioner of the
Bureau of Reclamation, had assured aim that bids on the construction
phase of Dallas Creek, Savery-Pot Hook, and Fruitland Mesa projects
will be advertised by Jan. I, 1977.

The Dolores project bids will be advertised by June I, 1977.

"There apparently will not be a year's delay in these Western Slope
water projects," Evans said.

The congressman was referring to a statement by the bureau's
regional director, David Crandall, made in Montrose at the meeting of
the Colorado Water Conservation Board last Friday. Crandall promised
at Montrose that the bureau would cut corners as much as possible to
speed up advertising for construction bids by spring of next year. He
expressed doubt the Savery-Pot Hook bids could be advertised until later
in the year because a change in a damsite is necessary.

When Evans heard about Crandall's statement in Washington last
Friday afternoon, he immediately contacted Stamm's office. "I told the
bureau that any further appreciable delay in the water projects was
totally unacceptable, and I demanded a reversal of the delay." he said.

Within an hour after the congressman first called the bureau,
Stamm's office replied with the following statement: "By cutting
corners and condensing work, the bureau could go to construction con-
tracts on the Dallas Creek, Savery-Pot Hook, and Fruitland Mesa projects
by Jan. 1, 1977."

Stamm, attending a bureau meeting in San Diego, Calif., confirmed
the information through a phone call to Evans Monday.

I~ashington and regional offices of the bureau now know that I
want a detailed report of every delay cited on these projects." Evans
said.

"I want to know," he continued, "how the delays happened and what
is being done immediately to remedy the problem. The bureau must move
on these projects."

The state board Friday considered a resolution threatening litiga-
tion against the Central Arizona Project and other action if the four
projects are not certified to construction status by March 31, 1977.
The board, however, delayed action on the resolution until either a
special meeting this month or a regular meeting Sept. 8 at Denver.

Copied: CWCB/mm - 8/10/76

~?./-l
