Box 98 <br />Meeker, CO 81641 <br /> <br />Dear Mr. Cooley: <br /> <br />On August 15, 1992, Daries C. Lile was appointed director of the Colorado Water <br />Conservation Board (CWCB). The Arkansas River Compact states that one of <br />Colorado's three representatives to the Arkansas River Compact Administration <br />(ARCA) "shall be the Director, of CWCB." Compact, Art. vm C. According to the <br />by-laws of ARCA, the credentials of all members must be presented to the secretary <br />of ARCA. With this letter, I am providing notice to you and ARCA's recording <br />secretary, Bernice Carr, that Mr. Lile is to serve as a Colorado representative to ARCA <br />by virtue of his office as director of the CWCB. <br /> <br />Before his appointment as director, Mr. Lile served for over 25 years with the Colorado <br />Division of Water Resources, some of that time as assistant division engineer in <br />Pueblo. With his extensive background, I know he will serve the State of Colorado <br />effectively in his new position. His insights and understanding of issues will also be <br />valuable to the Arkansas River Compact Administration. <br /> <br />I appreciate your continued service to the States of Kansas and Colorado as chairman <br />of ARCA.
