The construction of a wetland <br />habitat at the point where the renovated water is discharged into Barr Lake <br />would further improve water quality and increase the diversity and quality of the <br />Barr Lake wildlife habitat. <br /> <br />4. Operation of the treatment basins for their alluvial storage would pennit greater <br />control over the direction of renovated wastewater, either into Barr Lake or <br />around Barr Lake to the Beebe Draw alluvium, depending on the most <br />beneficial use of the available storage. <br /> <br />S. The RSI process directly addresses nitrogen and phosphorous removal. Metro's <br />Nitrification Alternatives Study does not consider any alternatives which jointly <br />relate to nitrogen and phosphorous removal. <br /> <br />6. Placement of the RSI basins near Barr Lake would locate renovated wastewater <br />in the vicinity of the rtew Denver Airport where extensive use of municipal non- <br />potable water systems can be planned and constructed. <br /> <br />7. In-plant modifications to the Metro central facility would reduce the overall <br />treatment capacity available to Metro by nearly 20%. The proposed RSI is the <br />equivalent of a plant improvement for enhanced water quality. Actual plant <br />improvements meeting Title 22 California standards would cost over $100 <br />million, whereas an RSI facility will cost a fraction of this amount. In addition, <br />the RSI would preserve the capacity of the Metro plant, which is the equivalent <br />of a 20% plant expansion. Lastly, Metro's physical limitations for future <br />expansion could be solved for decades by adding RSr basins as they are needed. <br /> <br />20 <br />
