Numerous similar recharge and <br />augmentation plans are operated at other locations along the South Platte River, without the <br />computer management contemplated by the Beebe Draw augmentation plan. In California <br />and Arizona, similar alluvial storage projects have operated successfully for years. <br />The water infiltrated into the Beebe Draw alluvium can be integrated into the Barr Lake Plan <br />in several ways: <br /> <br />I. The water can be directly withdrawn for municipal uses, subject to traditional <br />municipal treatment processes. Alternatively, the water could be retained for <br />drought relief, releasing current municipal supplies held in reserve for current <br />use. Simply having water in reserve in the alluvium would increase existing <br />municipal supplies by pennitting "invasion" of currently held reserves. <br /> <br />2. The Beebe Draw alluvium could be managed for storage of west slope or Two <br /> <br />Forks water. The capacity of the alluvium could replace a substantial portion of <br /> <br />the usable Two Forks capacity without construction ofa darn. <br /> <br />3. Water infiltrated into the Beebe Draw alluvium could be used for pre-payment <br />of depletions against the Companies' priorities. This could reduce or even <br />eliminate the need for dry-year payback resulting in a drought yield to <br />municipalities, substantially exceeding what they could otherwise obtain. <br /> <br />4. Depletions from well pumping in Beebe Draw, under FRICO's augmentation <br />plan, are accounted for as reduced return flows into Milton Reservoir. <br />Depletions to Milton Reservoir could be made up by allowing Metro return <br />flows to remain in the South Platte River for re-diversion to Milton at <br />Platteville. Windy Gap water from the Northern District can also be used for <br /> <br />13 <br />
