V' ......

If the Army Corps of Engineers permits the permanent storage pool in Chatfield to be
increased, Chatfield could become a primary alternate place of storage for the Barr decrees,
while Barr would be used for storage of re-useable effluent or additional "first use" water.

Municipal Storage

Barr Lake and the Henrylyn Reservoirs

The Barr Lake Plan contemplates obtaining a secure source of suitable quality irrigation water
which is available to the Barr Lake shareholders on an "as needed" basis. The Comparties'
would no longer need to divert water from the South Platte during the winter months and
store it for future use. This permits the storage capacity of the Companies' reservoirs to be
used for other purposes, particularly storage of re-useable effluent for future exchanges or re-
use for unrestricted non-potable sources. If instead the renovated effiuent is stored below
Barr Lake in the Beebe Draw alluvium, Barr Lake cim be used for storage of "first use" water
for all municipal purposes.

More specifically, the substantial growth of transmountain and non-tributary return flows into
the South Platte River, when treated to an adequate standard for unrestricted agricultural re-
use, can provide a secure source of water for the Companies' shareholders during those
months the water is needed. This secure source could be a 100 cfs flow of reuseable effiuent
during the irrigation months or previously stored effiuent pumped from the Beebe Draw
alluvium, as discussed below.

With Barr Lake and the other reservoirs free from the need to store an entire summer's
irrigation water, the 50,000 acre feet of existing storage space in the Companies' reservoirs

10
