The federal <br /> <br />role through the Department of Interior and Department of Agriculture <br /> <br />is primarily one of assistJnce, both technical and finJnciJl. Since <br /> <br />most of the land in the Colorado River Basin is federJl land, activities <br /> <br />on BLM and U.S. Forest land can effect the salinity in the water course <br /> <br /> <br />draining those lands. The other federal agency, the EPA, serves primarily <br /> <br />as a policeman, and is very effective since the seven stuteS must ulways <br /> <br />be aware that "big brother" could step in and set standar-ds that vlOuld <br /> <br />not be acceptable to unyone. 'This factor is probably one the major <br /> <br />adhesive elements that holds the Forum together. <br /> <br />The Forum has developed standards for the Colorado River and these <br /> <br />standards are both narrative and numeric. Table III shows the numeric <br /> <br />standards which are established at three major dams on the lower main- <br /> <br />stem of the River.
