Also, tlw Soil COlIsey'vJLion Service is

starting some on-farm activities 'in the GrJnd Valley. The federal

role through the Department of Interior and Department of Agriculture

is primarily one of assistJnce, both technical and finJnciJl. Since

most of the land in the Colorado River Basin is federJl land, activities

on BLM and U.S. Forest land can effect the salinity in the water course

draining those lands. The other federal agency, the EPA, serves primarily

as a policeman, and is very effective since the seven stuteS must ulways

be aware that "big brother" could step in and set standar-ds that vlOuld

not be acceptable to unyone. 'This factor is probably one the major

adhesive elements that holds the Forum together.

The Forum has developed standards for the Colorado River and these

standards are both narrative and numeric. Table III shows the numeric

standards which are established at three major dams on the lower main-

stem of the River. These numeric standards are sholvn in Tuble II.

(See Figure No.2 for location of stundurd points)

TABLE II

COLORADO--BlYJR SALINu:.~~DNTf<.Q_L FORUt1
NlJ~1ER IC STANDARDS*
---.--------------

Hoover Dum
Parker' Dalll
Imperial Dum

723 mg/l
747 mg/'I
879 II1g/1

*These are flow weighted averages for 1972.
