<br />INTRODUCTION
<br />
<br />THE Metropolitan Water District of Southern California, a
<br />public corporation, comprising the cities of Anaheim, Fuller-
<br />ton, and Santa Ana in Orange County, and Beverly Hills,
<br />Burbank, Compton, Glendale, Long Beach, Los Angeles, Pasadena,
<br />San Marino, Santa Monica, and Torrance in Los Angeles County,
<br />was incorporated December 6, 1928. The organization was effected
<br />under the state act, known as the Metropolitan Water District Act
<br />(California Statutes of 1927, chapter 429, page 694), permitting
<br />the joining together of cities and certain other governmental sub-
<br />divisions, such as water districts, not necessarily contiguous, for
<br />cooperative effort in the development of a water supply. 'This public
<br />corporation was organized for the purpose of developing, storing,
<br />and distribnting to its constituent areas water for domestic, indus-
<br />trial, and other beneficial uses. Incidentally it was intended also to
<br />provide a supply for such other coastal basin areas as later might
<br />join the enterprise.
<br />On June 30, 1940 the first objective of the District, the construc-
<br />tion of the initial development of the Colorado River aqueduct
<br />project, was approximately 96 per cent complete on the basis of
<br />ability to deliver water to all member cities.
