Phase II - Water Supply, Facilities, and Operation (proposed Plan)

"

I

Phase II - Water Supply

Following future ESA consultation with the Service, an additional water supply could be
developed for Project uses of up to a total of 191,230 acre-feet annually (using the total
depletion of up to 149,220 acre-feet) (table 2). The total water supply is reduced from that
shown in the 1980 FES Plan because of the elimination of Project lands in the La Plata River
drainage.

Phase II - Facilities

Additional Project facilities that would be constructed and operated for Phase II are listed in
table 1. Those facilities would complete Phase II, as defined in the 1986 Cost Sharing
Agreement. Phase II facilities that would be constructed include Southern Ute Dam and
Reservoir; La Plata Diversion Dam; the remaining portion of Dry Side Canal, which would be
extended to near the Ute Mountain Ute Reservation boundary; New Mexico Irrigation Canal;
Alkali Gulch, Ute Mountain, Southern Ute, and Third Terrace Pumping Plants; and the
laterals to serve the Phase II lands.

In addition, the remaining portion of Southern Ute Inlet Canal would be constructed to deliver
water to Southern Ute Reservoir. With this and the construction of the New Mexico
Irrigation Canal, the Southern Ute Interim Irrigation Canal would no longer be needed and
would be abandoned. Additional pumps would be installed in Ridges Basin Pumping Plant to
meet Phase II water supply needs. The Phase II capacity of the plant would be 700 cfs.

Phase II - Operation

With the completion of Phase II, all lands would be able to receive irrigation water. All
Project lands would receive a pressurized supply of water sufficient to operate sprink1er
systems with the exception of Project lands above Dry Side Canal, which would be supplied
Project water by exchange. Delivery ofM&I water for the Southern Ute Indian Tribe could
be at Ridges Basin Reservoir or Southern Ute Reservoir, Under Phase II, delivery of Ute
Mountain Ute M&I water would be at the end of Dry Side Canal, near the eastern border of
the Ute Mountain Ute Reservation. Delivery of all non-Indian M&I water would be the same
as in Phase I, Stage B.

Historical flows in the La Plata River downstream from Dry Side Canal would be moderately
increased as a result of water released into the river from Dry Side Canal and Project return
flows. An average of 15,100 acre-feet would be released into the La Plata River from Dry
Side Canal each year to meet downstream Project demands and minimum bypass flows at the
Southern Ute Diversion Dam.

.~

;~~
.;J

28
