With the depletion restriction under which Phase I, Stage A must operate, it would <br />take approximately three years to fill the reservoir to an operational stage, The amount of <br />pumping would be governed by: <br /> <br />· Downstream senior water right demands on the river <br />· The amount of water in the river <br />· The maximum annual depletion allowed <br /> <br />23 <br />
