<br /> <br />o <br />(~~ <br />c) <br />, -.J <br />N <br />o <br /> <br />UPPER COLORADO REGION <br />COMPREHENSIVE FRAMEWORK STUDY <br /> <br />1. <br /> <br />Summary <br /> <br />The Pacific Southwest Interagency Committee was assigned responsi- <br />bility of coordinating comprehensive studies in the four regions of the <br />Pacific Southwest. The Upper Colorado River Commission was subsequently <br />designated as chairman agency of the State-Federal Interagency Group Upper <br />Colorado Region to coordinate the framework study of the Upper Colorado <br />Region. <br /> <br />The Upper Colorado Region includes all of the. drainage of the Colo- <br />rado River above Lee Ferry, Arizona, a point on the Colorado River 1 mile <br />below its confluence with the Paria River, further defined by the Colorado <br />River Compact as the point of division of the Upper and Lower Basins of <br />the Colorado River. In addition, an adjacent closed basin known as the <br />Great Divide Basin in south-central Wyoming is included for study purposes. <br />The Upper Colorado Region includes portions of the States of Arizona, Colo- <br />rado, New Mexico, Utah, and Wyoming and totals approximately 1l3, 612 <br />square miles in area. This study is a cooperative effort of these five States <br />and many Federal agencies. This "Plan of Study" has been prepared to <br />(1) define the objectives of the study; (2) provide a general definition and <br />summary of the problems; (3) define the policies, agency responsibilities, <br />and required cooperation that govern the conduct of the study; (4) define <br />the scope, parameters, and timing of the study; and (5) proVide a document <br />Whereby -review personnel can determine the adequacy of the proposed study. <br /> <br />According to the Guidelines for Framework Studies, "The basic objec- <br />tive in the formulation of framework plans is to proVide a broad guide to the <br />best use, or combination of uses, of water and related land resources of a <br />region to meet foreseeable short- and long-term needs." The studies are <br />to be reconnaissance in nature and must rely largely on existing data and <br />the reasoned judgment of competent planners. <br /> <br />The Upper Colorado Region has been divided into three subregions <br />and nine areas for study, analyses, and reporting purposes. Thirty-five <br />counties were assigned to the Upper Colorado Region. <br /> <br />The report will be composed of a Main Report and sixteen appendices <br />to which leadership responsibility for the preparation has been assigned. <br /> <br />The Outline, Work Plan, and Study Elements for each appendix <br />and the Main Report are included in this Plan of Study.
