<br />.' <br /> <br />..'... ,- <br />'" <br />-J <br />-.j <br /> <br />. <br /> <br />Optimal Investment Timing <br /> <br />This office is working with Colorado State University on a computer code <br />that minimizes the total investment costs for the salinity program, while <br />targeting specific loads to meet the standards. The attached graphs are an <br />example output of an initial run with this program, using selected Reclamation <br />Water Quality Improvement Program Units to meet the standards out to year <br />1995. Current constraints on the program are on Paradox and Las Vegas Wash, <br />which could not become operational before 1990, and a cumulative budget <br />curve, which allows carryover, but no advance spending. <br /> <br />As USDA projects are added and additional constraints are identified, the <br />optimization program will be improved and may be used as a tool to evaluate <br />timing and implementation of both USDA and Reclamation salinity control <br />programs. <br />
