.'

..'... ,-
'"
-J
-.j

.

Optimal Investment Timing

This office is working with Colorado State University on a computer code
that minimizes the total investment costs for the salinity program, while
targeting specific loads to meet the standards. The attached graphs are an
example output of an initial run with this program, using selected Reclamation
Water Quality Improvement Program Units to meet the standards out to year
1995. Current constraints on the program are on Paradox and Las Vegas Wash,
which could not become operational before 1990, and a cumulative budget
curve, which allows carryover, but no advance spending.

As USDA projects are added and additional constraints are identified, the
optimization program will be improved and may be used as a tool to evaluate
timing and implementation of both USDA and Reclamation salinity control
programs.
