0,
c::>
o
c:::>
....:
Q

FOREWORD

The following presents the methodology currently being used for monthly and
yearly water-use accounting of Colorado River water. Intended for internal
use by Reclamation employees. this compilation may serve as a guide in
preparing accounting reports in accord with the 1964 Supreme Court Decree in
Arizona v. California and as a reference to the current Decree Accounting
practice.

A general familiarity with Decree requirements and river basin operation is
assumed. Acronyms and other nomenclature needing explanation. once
introduced, are in general not later redefined.

The sections dealing with the development of the Water Loss Distribution
sheets are. for those not acquainted with their use, best read in the order
presented. since procedural detail is less developed with each successive
Water Loss sheet.

March 1. 1991
