<br />i: <br />APPENDIX A ~ <br />j <br />., <br />, , <br /><"I <br />,"I <br />'.'1 <br />~ <br /> <br />for Aztec, Bloomfield, Farmington and Shiprock, New Mexico; a <br />domestic supply-f~r the intervening rural area and an industrial <br />supply for the development of coal reserves on the Southern Ute <br />and Ute Mountain Ute Reservations. It would provide irrigation <br />water to stabilize the insecure agricultural economy on non-Indian <br />lands and develop a new agricultural economy on lands owned by the <br />above Indian Tribes. At the same time the project probably provides <br />the only practical solution to the serious social and economic pro- <br />blems that are now being posed by the pending U.S. vs. Akin case <br />more fully described under Attachment B. The project would also <br />provide substantial recreation and .fish and wildlife benefits, as <br />well as minimal flood control. <br /> <br />PROJECT PIAN <br /> <br />The map on the following page shows project facilities as envisioned <br />at the timedof authorization in 1968. The map on page 8 shows faci- <br />lities for the plan as now reformulated. When compared with the <br />Authorizing Plan, the reformulated plan has: (1) introduced the <br />production of hydro-electric power to perform project pumping, (2) <br />increased the scale of municipal and industrial water development, <br />(3) decreased the salt contribution to the Colorado River, (4) in- <br />creased recreation and fish and wildlife values; (5) provided a pres- <br />surized underground distribution system that improves irrigation <br />. efficiencies, and (6) reduced environmental impacts, including the <br />construction of a lengthy diversion canal in the scenic Animas.River <br />Canyon. <br /> <br />The main storage feature of the project is now located at the Ridges <br />Basin Reservoir site about four (4) miles southwest of the city of <br />Durango. The Durango Pumping Plant, with a maximum dynamic head of <br />600 feet, would pump Animas River water to that reservoir. <br /> <br />Municipal and industrial water for the City of Durango and surrounding <br />area would be diverted from Ridges Basin Reservoir to a new nonproject <br />treatment plant to be located near the north shore of the reservoir.. <br /> <br />- ......... ~..... <br /> <br />-6- <br /> <br />,:: <br /> <br />',~ <br /> <br />:',,1 <br /> <br />..~ <br /> <br />.~. <br />
