APPENDIX A DESCRIPTION OF ANIMAS~LA PLATA PROJECT February 1976 LOCATION The Animas-La Plata Project would be located in La Plata and Monte- zuma Counties of southwestern.Colorado and San Juan County of north- ern New Mexico in the Upper Colorado River Basin. AUTHORIZATION The construction, operation and maintenance of the Animas-La Plata Project was authorized under Title V of Public Law 90-537, September 30, 1968 as a participating project under the Colorado River Storage Project (CRSP) Act (70 Stat. 105; 43 U.S.C. 620). STATUS OF ADVANCE PLANNING INVESTIGATIONS The Definite Plan Report and Environmental Statement are now scheduled for completion in May of 1977. The Administration budget contains $200,000 in F.Y. 1977 to complete Advance Planning studies. However, because of delays in plan formulation, the $200,000 is now insuf- ficient to complete the work. A forty five member citizen advisory team assisted the Bureau of Reclamation in determining water needs of the area and formulating a plan to meet those Tleeds. Inadequate data was available to assess the water needs for developing coal reserves on the Southern Ute Indian Reservation. It became necessary to have the Bureau of Mines perform unscheduled studies to assist in making the assessment. Because of the extra work and resulting delays, the project sponsors are requesting a Congress,ional Write-in of~.:$300,OOO to be added to the FY 1977 budget to assure completion of Advance Planning investi- gations. -4-.. . , ~ ; l~ ~~ .':; ;i f ~~ 'i" , ,'.~ '.
