<br /> <br />C.) <br /> <br />.-_., <br /> <br />~ <br />-..J <br />c.~ <br />~ <br /> <br />a few acres for some on-farm drainage works to several hundred <br />thousand acres where combined channel :improvements, major outlets, <br />flood control work~, 'and group-lateral and on-farm drainage systems <br />constitute the plan. <br /> <br />Preliminary studies indicate that, in general, the <br />benefits to be realized from the proposed plans of :improvement <br />would be at least commensurate with the costs. The construction : <br />costs for installation of the proposed plan total about 204.3 milli~ <br />dollars, of which 78.8 million dollars would be for channel :improve-I <br />ments, major outlets, and flood control works including several . <br />multiple-purpose reservoirs.. Under existing Federal law and policy, <br />non-Federal construction costs would total. 134.0 million dollars <br />and Federal costs would be 52.7 million dollars for construction and <br />17.6 million dollars for technical services. <br /> <br />Study has been made of requests of local interests for <br />drainage. The plans proposed include solutions for these requests <br />with the exception of wetlands in Texas that require further study. <br />Development of the proposed works would be dependent upon desires <br />and participation of local interests, Federal participation, com- <br />pletion of additional studies, and other factors. Local groups are <br />considered to be responsible for construction and operation of local' <br />drainage works. By law, the Federal Government may.be expected to <br />assume responsibility, with local participation, for channel and <br />major drainage :improvements and other flood control features of the <br />plans. <br /> <br />Additional studies should be made for all the group <br />lateral and on-farm drainage systems included herein, and for most <br />of the channel :improvements, major outlets and flood control works, <br />before firm conclusions can be reached as to accurate detailed <br />costs and benefits for specific areas. Studies of 10 projects (in <br />addition to authorized and previously recommended projects) for <br />channel :improvements, major outlets, and flood control works are, <br />or can soon be, completed in sufficient detail to make a firm recom- <br />mendation as to their feasibility. For most of these projects, addiJ <br />tional fish and wildlife investigations are needed as well as <br />determinations of whether local interests are willing and able to <br />meet the requirements of local cooperation. <br /> <br />xii <br />
