<br />'.C':l <br /> <br />,....:;. <br /> <br />~ national comity it purchased at a high price in agreeing to the terms of Minute <br />00 <br />~ 242, then it must initiate salinity control measures that will limit further in- <br />Q <br /> <br />creases in the river's salinity upstream of Imperial Dam. <br /> <br />Proposed Colorado River Basin Salinity Control Program <br /> <br />The Colorado River Basin Salinity Control Program would be authorized by the <br /> <br />bills introduced in Congress on May 14, 1973. The Act would authorize for con- <br /> <br />struction, as the initial stage of the program, three salinity control projects: <br /> <br />Paradox Valley, Colorado; LaVerkin Springs, Utah; and Grand Valley, Colorado. The <br /> <br />bill ,.,ould also authorize completion of planning reports on salinity control <br /> <br />projects described in the Bureau of Reclamation's 1972 report and a report on the <br /> <br />saline water collection system of the Las Vegas Wash, Nevada, pollution abatement <br /> <br />programo <br /> <br />The overall objective of the legislation is to control the salinity of the <br /> <br />Colorado River so that salinity concentrations will be maintained at or below <br /> <br />levels presently found in the lower main stem of the river. Within this long <br /> <br />range objective, the first step is stated to be the removal of at least 400,000 <br /> <br />tons of dissolved salts a year from the Colorado River Basin by i.mplemcnI:At.ioll <br /> <br />of the first three salinity control projects. <br /> <br />Intensive study is now going on to investigate the possibility of including <br /> <br />the Las Vegas Wash unit as one of the projects to be implemented in the initial <br /> <br />phase. <br /> <br />The legislation also allocates the costs and establishes a repayment plan <br /> <br />for allocated costs. Of the total cost, 75% is to be borne by the Federal Govern- <br /> <br />ment and will be non-reimbursable. The remaining 25% is to be allocated between <br /> <br />the Upper Colorado River Basin Fund and the Lower Colorado River Basin Development <br /> <br />Fund with the proviso that the amount allocated to the Upper Basin Fund shall not <br /> <br />9 <br />
