<br />(:) <br /> <br />industrial uses which are expected to add less salts to the system, and other <br /> <br />'. -~ <br /> <br />possible alternativeso <br /> <br />to- <br />00 <br />.- <br />-.1 <br /> <br />Numerical Standards for the Colorado River <br /> <br />The EPA has concluded that P.L. 92-500, "Federal Water Pollution Act Amend- <br /> <br />ments of 1972", mandates the establishment of numerical standards for the Colorado <br /> <br />River. In March 1973, the Colorado River Basin states were requested by letters <br /> <br />from the EPA to amend their water quality standards for interstate waters of the <br /> <br />Colorado River so as to include the Conclusions and Recommendations of the Seventh <br /> <br />Session of the Enforcement Conference. This action was required so as to place <br /> <br />the states in compliance with P.L. 92-500. The Act also specifies that standards <br /> <br />are to be reviewed and revised as necessary at 3-year intervals, and, in keeping <br /> <br />with the requirement, the March letters also requested the states to undertake <br /> <br />"tudies and negotiations to develop numerical salinity standards and a detailed <br /> <br />plan of implementationo <br /> <br />On September 10, 1973, the Regional Director of the EPA approved California's <br /> <br />grant application for funds pursuant to P.L. 92-500, but provided that about <br /> <br />one half could be withheld subject to the completion of a number of conditionso <br /> <br />The condition that concerns Colorado River salinity is the requirement to estab- <br /> <br />,ish, by December 31, 1973, procedures which will lead to adoption of numerical <br /> <br />criteria for total dissolved solids in the Colorado River System by October 18, <br /> <br />1975. The letter to California stated that identical conditions have also been <br /> <br />;lnposed on the grants to Arizona and Nevada. It is understood that the other EPA <br /> <br />cegions are to impose similar conditions on the four Upper Basin states.
